Oversight
CHI
is a public/private partnership managed by the following founding
organizations:
As directed by the San Mateo County Board of Supervisors, these organizations
serve as the decision making body for designing, implementing, coordinating,
and sustaining an initiative that provides universal health care
to all children in San Mateo County. These organizations serve as
the oversight on policy and implementation decisions related to
the development and administration of "Healthy Kids,"
the County’s new insurance program. In addition, each organization
has a particular role:
San
Mateo County Health Services is the lead organization in the
coordination of the Coalition’s overall efforts, with the
Director of Health Services serving as the chair of the Coalition
and its meetings. It is also charged with overseeing the CHI evaluation
and outreach and enrollment efforts developed and funded through
CHI.
The Health Plan of San Mateo is the plan administrator for
the new Healthy Kids program, providing Healthy Kids members with
comprehensive health insurance coverage, as defined by the Coalition.
First 5 San Mateo County
coordinates the CHI’s objectives as they relate to children
0 through age 5. As the initiative’s initial funder and
only funder for the 0 through 5 population, it provides technical
assistance with the evaluation, outreach, marketing, and fundraising.
The
Peninsula Community Foundation (PCF) serves as the fundholder
of private and public (non-County) funding raised for the Children’s
Health Initiative. PCF has established a CHI Fund and holds, manages,
invests, and reinvests funds directed to support the CHI; and
collects the income and pays and disburses proceeds from the CHI
Fund for charitable uses as directed by the CHI Coalition. PCF
assumes responsibility for check writing, bookkeeping, investment
management, tax reporting, auditing and monitoring of projects,
and furnishing to the CHI Coalition quarterly reports of all CHI
Fund income and expenses.
San
Mateo County Human Services Agency (HSA) oversees eligibility
determination for Healthy Kids initial applications as well as
renewals, based on the guidelines and procedures set forth by
the Coalition.
The Hospital Consortium serves as the lead organization
in planning and facilitating fundraising and marketing activities
to sustain the CHI.
The San Mateo County Central Labor Council provides
technical assistance on outreach activities to uninsured and underinsured
low-income and middle-income workers. They are also responsible
for involving the labor and business community in enrolling uninsured
children into available health insurance programs.
