CHI Oversight Coalition

As directed by the San Mateo Community Health Authority and the San Mateo County Board of Supervisors, the Coalition will serves as an advisory body to the San Mateo Community Health Authority which is the governing body of the Health Plan of San Mateo. The Coalition provides recommendations to the San Mateo Community Health Authority related to the coordination and maintenance of an initiative that will provide universal health care to all children in San Mateo County. The Coalition also serves as the oversight on policy decisions related to the administration of the local Healthy Kids program.

The CHI Oversight Coalition members include:

Health Plan of San Mateo
The Health Plan of San Mateo is the lead organization in the coordination of the Coalition’s overall efforts, with the Director of Finance serving as the chair of the Coalition and its meetings. Responsibilities include such tasks as facilitating Coalition meetings, facilitating policy decisions, overseeing any financial analysis of CHI, monitoring the CHI’s progress, and submitting grant reports to CHI funders. The HPSM is also the plan administrator for the Healthy Kids program, providing Healthy Kids members with comprehensive health insurance coverage, as defined by the Coalition. The HPSM also ensures Healthy Kids members maintain continuous coverage by collecting quarterly family contributions.

San Mateo County Health System
The San Mateo County Health System leads the efforts related to Healthy Kids outreach, enrollment, and retention in concert with other current health outreach activities.

San Mateo County Human Services Agency
County of San Mateo's Human Services Agency logoThe San Mateo County Human Services Agency (HSA) oversees eligibility determination for Healthy Kids initial applications as well as renewals, based on the guidelines and procedures set forth by the Coalition. HSA also oversees the Healthy Kids family contribution assistance program. In addition, HSA Benefit analysts assist parents of potentially eligible children with the application and enrollment process for Medi-Cal, Healthy Families and Healthy Kids.

Silicon Valley Community Foundation
The Silicon Valley Community Foundation (SVCF), formerly Peninsula Community Foundation, serves as the fundholder of private and public (non-County) funding raised for the Children’s Health Initiative. SVCF has established a CHI Fund and holds, manages, invests, and reinvests funds directed to support the CHI; and collect the income and pay and disburse proceeds from the CHI Fund for charitable uses as recommended by the CHI Coalition. SVCF assumes responsibility for check writing, bookkeeping, investment management, tax reporting, auditing and monitoring of projects, and furnishing to the CHI Coalition quarterly reports of all CHI Fund income and expenses.

Hospital Consortium of San Mateo County
The Hospital Consortium assists with the marketing activities to sustain the CHI.

San Mateo County Central Labor Council
The San Mateo County Central Labor Council is responsible for involving labor and business community in enrolling children into available health insurance programs.
